What Utah requires of a siding contractor
Siding falls under DOPL's S230 Masonry, Siding, Stucco, Glass and Rain Gutter Contractor license, which covers siding, stucco, plaster, glass, gutters and roof flashings. General R100 and B100 contractors can also do siding, and the S220 carpentry class covers vinyl materials, metal soffits and flashings. Licensed contractors must carry at least $1 million per incident and $2 million in total liability insurance. Check licenses in the state's Licensee Lookup and Verification System.

Ogden's permit page doesn't say whether re-siding needs a permit; its general rule requires one to alter or repair a structure. For a rental, only a licensed contractor can pull an Ogden permit; for an owner-occupied home, the homeowner can too.
What matters behind the siding
Siding is the visible layer. What keeps water out is underneath, and the residential code Utah adopted sets the basics:
- A water-resistive barrier over the studs or sheathing of every exterior wall.
- Corrosion-resistant flashing, applied shingle-fashion, at windows, doors and other openings.
- Vinyl siding must meet the ASTM D3679 product standard; certified products carry that claim.
Ask whether the old barrier and flashing will be replaced or reused, and how windows will be flashed. A cheap re-side that skips them can trap water in the wall.
If the walls are opened, it's a chance to insulate: Enbridge Gas's ThermWise program pays $0.30 per square foot for wall insulation in R-11 increments.
Asbestos and lead in older siding
Utah's asbestos rule specifically names asbestos-cement siding, the rigid shingle siding common on mid-century houses, as a material inspectors must check for, even in homes built from 1981 to 1991. A contractor needs a certified asbestos inspection before work on any home of four or fewer units built before 1992. Owners working on their own home are exempt.
On pre-1978 homes, paid work that disturbs more than 20 square feet of exterior painted surface, or any window replacement, must follow lead-safe rules by a certified firm. Utah DEQ keeps the list of certified firms.
Historic districts
If your house is in one of Ogden's historic districts, the Landmarks Commission must review repairs that change the materials of existing features. Swapping wood siding for vinyl or fiber cement is exactly that. Staff can review like-for-like repairs that match the original. Check before you sign a contract.
What siding costs in Ogden
