What Utah requires of a painter

Painting is in the scope of DOPL's S270 Drywall, Paint and Plastering Contractor license, covering paint, stain, varnish and other coatings. Utah's list of license-exempt work includes interior decorating, wallpaper and power washing, but not painting. So a painting contractor taking jobs of $7,000 or more needs a license; smaller jobs can fall under the handyman exemption. Licensed contractors carry at least $1 million per incident and $2 million total in liability insurance. Check licenses in the state's Licensee Lookup and Verification System.

Painting needs no building permit: the residential code Utah adopted exempts painting and similar finish work.

Lead paint in Ogden homes

About 63% of Ogden's homes were built before 1980, and Utah DEQ says homes built before 1978 likely contain lead-based paint. Federal and Utah rules require anyone paid to disturb painted surfaces in a pre-1978 home to be a certified firm with trained workers, using lead-safe practices.

  • The minor-repair exemption covers only 6 square feet or less per room indoors and 20 square feet or less outside. Work in the same room within 30 days counts as one job.
  • Scraping and sanding an exterior for repaint almost always exceeds that.
  • Utah runs its own certification program, and the Utah DEQ publishes the list of certified firms.

Ask any painter quoting a pre-1978 house for their lead-safe firm certification before they start.

Historic districts

In Ogden's historic districts, exterior painting isn't entirely your call. Landmarks staff review repainting a previously painted building, and the full Landmarks Commission reviews painting a building that's never been painted, removing paint, and unusual color schemes. The policy calls for one dominant body color. Check before you choose colors or sign a contract.

Too cold to paint?

Exterior paint has temperature limits. Sherwin-Williams' Duration Exterior data sheet (March 2026), for example, says not to apply it below 35°F or when temperatures may drop below 35°F within 48 hours, to keep the surface at least 5° above the dew point, and to avoid it if rain or snow is expected within 2 to 3 hours. Other products differ; some list 40°F.

NOAA's normals for Ogden show average overnight lows of about 41°F in October, 31°F in November and 21°F to 25°F from December to February. Late-season exterior jobs are a real risk. Ask what product is planned and what its minimum temperature is.

What painting costs in Ogden
