Utah doesn't license house cleaners: none of the occupations regulated under the state's professions code covers cleaning. What a cleaning business operating in Ogden does need is an Ogden City business license, which the city requires for any trade carried on in Ogden for gain. Agency, company or independent cleaner?

Who you hire changes who is responsible:

  • A cleaning company employs its cleaners, carries the insurance and handles payroll.
  • An independent cleaner with their own business, supplies and other clients is generally self-employed.
  • A person you hire and direct yourself may legally be your household employee.

When a cleaner is your employee

The IRS lists housecleaners and maids as household workers. The test is control: if you control not only what work is done but how it's done, the worker is your employee, even if you found them through an agency's list. If you pay one household employee $3,000 or more in cash wages in 2026, you owe Social Security and Medicare taxes, reported on Schedule H. Federal unemployment tax applies if you pay $1,000 or more in any quarter. These thresholds change every year; IRS Publication 926 has the current figures.

Utah's workers' compensation law doesn't treat a household as an employer unless it employs a domestic worker at least 40 hours a week.
